The Conway A & P Commission is seeking proposals from qualified CPA firms to manage its monthly financial operations , reporting , tax collection administration , audit coordination , and related accounting services under an annual contract . SPECIFICATIONS A . The Prospective Contractor shall perform the following duties each month on a yearly contract basis including but not limited to : 1 . Attend monthly A & P meetings , which are held at 2 : 30 p . m . at Conway City Hall on the second Monday of the month . 2 . Prepare and present monthly financials , collections financials and delinquent lists at monthly meetings . Reports due to commission no less than two business days prior to meetings . 3 . Provide bookkeeping on A & P Commission account . 4 . Manage all A & P Commission owned bank accounts . 5 . Ensure A & P Commission is receiving best C . D . rate possible in once - per - year review . 6 . CPA firm will select secondary firm to provide an audit every year and will provide all necessary documentation to comply with audit . The audit report must be finalized no later than July 31 of each year . 7 . Accounts receivables for monthly tax payments from all permit holders . 8 . Have a staff person available to answer questions regarding tax payments or payment system issues . 9 . Take and prepare minutes at A & P Commission meetings each month . 10 . Perform audit of A & P permit holders as determined necessary based on continued nonpayment or underpayment of taxes . 11 . Accounts payable for all A & P expenses . 12 . Have a staff member present at closing of Toad Suck Daze festival to collect A & P taxes from non - local vendors . 13 . Represent A & P Commission in court when permit holders reach the legal action threshold and are required to appear before the judge . 2 . 2 REQUIREMENTS | SPECIFICATIONS FOR REQUEST A . The Contractor should be in good standing with the State Board of Public Accountancy and have adequate staffing to perform all required duties . B . The Contractor shall describe the firm ’ s experience specific to governmental entities . C . The Contractor shall provide a copy of its most recent peer review report , the related letter of comments , and the firm ’ s response to those comments . If your firm is exempt form peer review , please disclose in your proposal .
