SPECIFICATIONS 1 . PURPOSE AND SCOPE : The West Virginia Tax Division is soliciting bids to establish a contract for the one - time purchase of Adobe Acrobat , Photoshop , InDesign , and Creative Cloud subscriptions . 2 . DEFINITIONS : The terms listed below shall have the meanings assigned to them below . Additional definitions can be found in section 2 of the General Terms and Conditions . 2 . 1 " Contract Item " means Adobe subscriptions as more fully described by these specifications . 2 . 2 " Pricing Page " means the pages , contained in wvOASIS or attached as Exhibit A , upon which Vendor should list its proposed price for the Contract Items . 2 . 3 " Solicitation " means the official notice of an opportunity to supply the State with goods or services that is published by the Purchasing Division . 3 . GENERAL REQUIREMENTS : 3 . 1 Mandatory Contract Item Requirements : Contract Item must meet or exceed the mandatory requirements listed below . 3 . 1 . 1 190 Adobe Acrobat Pro DC Subscriptions or Equal 3 . 1 . 1 . 1 Subscriptions must be added to Adobe Contract ID AABA28132770A760B4DA . 3 . 1 . 1 . 2 Subscriptions must start on March 13 , 2026 and end on March 12 , 2027 . 3 . 1 . 1 . 3 Must have electronic signature capabilities . 3 . 1 . 1 . 4 Must have a minimum of 1 GB cloud storage . 3 . 1 . 2 4 Adobe InDesign Subscriptions or Equal 3 . 1 . 2 . 1 Must be able to create and edit page designs and layout arrangements . 3 . 1 . 2 . 2 Must be able to open indd , indl , indt , indb , inx , idml , pmd , and xqx file formats . 3 . 1 . 3 7 Adobe Photoshop Subscriptions or Equal 3 . 1 . 3 . 1 Must be able to edit and compose raster and vector images in multiple layers and supports masks , alpha compositing and several color models including RGB , CMYK , CIELAB , spot color , and duotone . 3 . 1 . 4 2 Adobe Creative Cloud All Apps Subscriptions or Equal 3 . 1 . 4 . 1 Must include access to Adobe Acrobat Pro , Photoshop , InDesign , Illustrator , InCopy , and Dreamweaver .
