The City of Los Angeles Harbor Department ( Harbor Department ) invites the submittal of proposals to provide aerial fireworks and pyrotechnic services . Project Scope of Work Contractor shall be responsible for the following : 1 . Set up and perform an Aerial Fireworks Display (“ Display ”) at a date , time , and location agreed upon with the Community Relations Division of the Harbor Department ; 2 . Delivery , storage , set - up , and clean - up of all pyrotechnic materials and related equipment ; 3 . In the event a water firing site is chosen , the Contractor shall leave the barge which serves as the firing site in the same condition as it was when Contractor arrived ; 4 . All equipment to produce the Display ; 5 . Choreography and music soundtrack for the Display ; 6 . Obtain any necessary licenses to perform music selections chosen as part of the soundtrack for the Display , and shall provide copies of all such licenses to the Harbor Department 10 calendar days prior to the Display date ; 7 . Obtain any necessary licenses or permits required to perform the proposed shows from Local , State and Federal agencies , and provide copies of all such licenses and permits to the Harbor Department ; 8 . Provide services of a State of California licensed pyrotechnic operator and experienced crew to fire Display ; and 9 . Display shall be fired electronically , using a firing panel , cables distribution system , and power . Harbor Department shall be responsible for the following : 1 . Harbor Department will provide the firing site . In the event a water firing site is chosen , the Harbor Department shall provide a barge located in the main channel , upon which Contractor will be able to stage , set up , and fire the Display ; 2 . Harbor Department to provide Contractor with a minimum of 30 calendar days notification prior to the show date for land - based shows ; 60 calendar days for waterbased shows ; 3 . In the event of a multiple day setup , Harbor Department shall provide security at the firing site when Contractor is not present ; 4 . Parking for Contractor ’ s team , near or adjacent to the firing site ; 5 . Suitable restroom and handwashing facilities for the crew ; 6 . Sufficient access to the firing site for Contractor to setup , discharge , and remove Display and related equipment and pyrotechnic materials ; 7 . Sand and removal of sand , if required . Contractor shall inform the Harbor Department of need for sand at firing site at least seventy - two ( 72 ) hours prior to Display date ; 8 . Sound system and playback ; and 9 . Payment for Los Angeles City Fire Department standby firefighter fees , if any .
