Description | Respondents must demonstrate the capability to provide ongoing administration and oversight of the Borough ’ s Affordable Housing Program , including : • Administration of the Hightstown Borough Affordable Housing Program , including oversight of pending and existing affordable housing developments . • Providing Administrative Agent services in accordance with the New Jersey Fair Housing Act ( N . J . S . A . 52 : 27D - 301 et seq .) and the Council on Affordable Housing ( COAH ) Uniform Housing Affordability Controls ( UHAC , N . J . A . C . 5 : 80 - 26 ). • Implementing the Borough ’ s fiscal management plan (“ Spending Plan ”) as part of the Housing Element and Fair Share Plan , in compliance with N . J . A . C . 5 : 94 - 9 . 2 and N . J . A . C . 5 : 93 - 5 . 2 , to ensure proper administration of the Housing Trust Fund and developer fee collections . |
