The City ’ s Agency Provided Trips program is designed to move individuals with disabilities off of TheHandi - Van by providing safe and reliable transportation services operated by the Contractor at a lower cost than TheHandi - Van . Through this program , the Contractor will directly operate transportation service for its clients , who would otherwise use TheHandi - Van for trips to and from the Contractor ’ s day program and program - related community activities . The Agency Provided Trips program assists the City in operating TheHandi - Van in compliance with the Americans with Disabilities Act of 1990 ( ADA ) relative to subscription trip volumes , and supports the top - rated goal of achieving full ADA compliance identified in the City ’ s Human Services Transportation Coordination Plan ( HSTCP ). The desired impacts are to : 1 . Increase the capacity of TheHandi - Van to serve other trip requests , especially during morning and afternoon peak travel hours . 2 . Improve the quality of transportation for individuals with disabilities by providing shorter , more direct trips than can be accomplished by providing service through TheHandi - Van . 3 . Provide service at a lower cost than TheHandi - Van .
