Description

Description

Services may include indoor and outdoor air sampling , ambient air quality impact analyses for new or existing sources , air quality modeling , air quality permit applications , or evaluations . General Description The City of Boise , Idaho is requesting proposals ( Statement of Qualifications ) from qualified firms or individuals to provide air quality modeling , permit application support , and long - range planning for air quality management . These services will be scoped as needed over the next year with potential annual contract extensions of one ( 1 ) year , up to ( 10 ) ten years . Work will be completed under a task order process . Water Renewal Services ( WRS ), a utility within City of Boise ’ s Public Works Department , is responsible for collecting and renewing approximately 10 billion gallons of used water each year . After treatment at one of two Water Renewal Facilities ( West Boise and Lander Street ), the renewed water is discharged into the Boise River under IPDES permits . WRS collects used water from businesses and residents in Boise , Ada County , Garden City , and Eagle . Both Water Renewal Facilities ( WRFs ) have ongoing construction projects or upgrades due to aging infrastructure , regulatory improvements , and / or capacity expansion . Timely delivery of these projects is necessary to continue to serve the public and protect the health of the Boise River . In 2020 , Idaho Department of Environmental Quality began requiring “ Permit to Construct ” permits at our Water Renewal Facilities before each project that includes constructing or modifying buildings , structures , and installations that emit or may emit air pollutants in accordance with the Clean Air Act . The WRFs are not designated as a tier I or tier II facility but often exceed one or more thresholds that require air modeling to support the “ Permit to Construct ” permit . Delays in obtaining these permits can greatly impact the construction timeline of projects at both WRFs . The WRF ’ s must maintain an inventory list of all emission sources for the permit . With the constant state of construction , the facilities need to quickly determine whether an emission source is considered exempt or if permit modifications will be needed . With each permit modification the inventory list requires updating and previous exemptions must be included in the updated air modeling . Historically , an annual budget of around $ 150 , 000 has been utilized for air modeling and permit support . However , the utility has reached a critical point where existing infrastructure replacement projects are overlapped by improvements needed for changing regulations , as well as capacity projects due to growth . As the number of projects increases , the number of air permit modifications also increases . The team is looking to expand the annual air permitting support budget in coming years and become more proficient in this work . Services may include indoor and outdoor air sampling , ambient air quality impact analyses for new or existing sources , air quality modeling , air quality permit applications , or evaluation of permit conditions . Reports documenting field activities , evaluation of data and professional recommendations may be expected . Upcoming projects and activities that may or may not require air permitting support include : • Building air quality model at West Boise WRF • Building air quality model at Lander Street WRF • Building an air quality master plan for both WRFs
