Project Description The Alabama Department of Public Health , Bureau of Communicable Disease , Divisions of STD is soliciting proposals from qualified Contractors to provide hands - on technical assistance , analysis , and remediation services to strengthen ADPH ’ s NBS environment , focusing on the MasterETL process and general system continuity during periods of limited federal support . Scope of Work The Contractor shall provide specialized support and technical services to improve the reliability , maintainability , and recoverability of Alabama ’ s NBS implementation . Core objectives include : - Stabilizing and enhancing the MasterETL process used to populate the reporting database . - Providing technical expertise to maintain NBS 6 . x operations during transition periods and times of limited federal support . - Ensuring continuity of data ingestion and surveillance activities through proactive issue resolution , improved error handling , and effective risk mitigation . Required Contractor Activities The Contractor shall : 1 . Perform a comprehensive review and root - cause analysis of the MasterETL process , including SAS and SQL components , configuration settings , and job dependencies . 2 . Identify and resolve recurring errors , with emphasis on improving process reliability and reducing the need for manual intervention . 3 . Enhance error logging and reporting to provide clear visibility into process status and failure points . 4 . Implement improvements to allow partial or full restarts in the event of job failure . 5 . As resources and funding permit , develop and test a plan to migrate SAS - dependent portions of MasterETL to SQL or other supported technologies , in collaboration with ADPH .
