PRE-SOLICITATION NOTICEAlvin Bush Dam Rock Wall StabilizationThe U.S. Army Corps of Engineers (USACE) Baltimore District is procuring a single award contract for a design-bid-build firm-fixed-price contract using the procedures of FAR 14 and 36. The magnitude of construction is between $10,000,000 and $25,000,000. This solicitation will be available on or about 12 February 2026 from the Procurement Integrated Enterprise Environment (PIEE). Related Notices: W912DR25X13XJProject Scope:1. Alvin Bush Dam has a roadway alongside its spillway. The primary features of the dam include an earthen embankment; an uncontrolled spillway with concrete weir; and a gated outlet consisting of a control tower and concrete lined tunnel through bedrock. The wall is approaching 62 years old, is deteriorated, and has nearly eroded back to the state roadway.2. The scope of the project consists of constructing two reinforced concrete rock anchored walls to prevent continued progressive rock erosion which has led to fallen rock accumulation within the spillway and will ultimately lead to failure of Kettle Creek Road. The project also includes proposed drainage improvements, paving, grading, spoils, access roads, stairs, railing, fencing and other work incidental to the related work.3. Obtain the necessary permits to perform the work cited above. As a minimum, a permit from the Pennsylvania Department of Environmental Protection National Pollution will be required.
