Description

In order to inform the EU’s own policies on climate change, as well as outreach to 3rd countries and international climate negotiations, the contracting authority requires access to state of the art analytical capacity, quantitative analysis and model-derived scenarios on global climate change mitigation action. This includes:— analysis of emissions reduction scenarios consistent with the Paris Agreement goals, assessment of action needed to reach them and comparison with current policies scenarios,— disaggregation of global climate action into major countries, economic sectors, emissions categories and greenhouse gases,— representation of developments in mitigation technologies,— provision to the contracting authority of new policy-relevant scenarios as required,— tracking of pledges and policies related to climate action and estimating their effects on emissions,— estimating the effects of climate action at subnational level and by non-state actors.
