The New York Racing Association , Inc ., and its subsidiary NYRA Bets ( collectively referred to as “ NYRA ”) are registered as a Money Service Business (“ MSB ”) with FinCEN . As such , we are required to develop and maintain an anti - money laundering ( AML ) program that meets all industry standard requirements . One of the requirements is toindependently test the AML program periodically , to confirm the extant efficiency of the AML program ' s design , policies , procedures and other internal controls . NYRA makes no representation , promise , or warranty that a contract to provide services will result from participating in this RFP . All expenses and / or costs incurred by the Bidder for developing the Proposals are entirely the responsibility of the Bidders and will not be paid by NYRA .
