Description
Description | Block of training focused on the environmental recognition and exploitation tactics necessary to determine if a threat exists during any encounter or within a geographical area . Existing training , originally called High Risk Human Encounters , was refined for use with the state agency program to create an updated course for the CTO program called Detecting a Cunning Opponent ( DACO ). The training is a proprietary , scientifically validated methodology that provides a structured , behavior - based framework for establishing baselines , detecting anomalies , and making proactive , intelligence - led decisions in complex environments . It has been developed , refined , and evaluated through Department of Defense and law - enforcement programs ( e . g ., Combat / Border Hunter and Advanced Situational Awareness Training ), with published research demonstrating improved situational awareness , decision - making , and long - term skill retention among military and civilian law - enforcement personnel . Arcadia Cognerati is the originator and sole provider of the training curriculum , associated textbook , and related training materials , which are protected intellectual property and not licensed to third - party vendors . As such , no other training provider can deliver the same proprietary content , methodology , and evaluation framework required to meet the OHS need for a common , behavior - based operating language and decentralized , evidence - based decision - making model . As a result , this represents a proprietary requirement that meets the criteria as a single feasible source under section 34 . 044 RSMo . |
