Details of the original soliciation The Embassy of the United States of America in New Delhi seeks to hire the services of an Architecture and Engineering (A&E) firm with expertise in HVAC Engineering, and Electrical Engineering. This procurement will be conducted in accordance with the Brooks Act, as implemented in FAR Subpart 36.6. The top-rated firm will be selected for negotiation based on demonstrated competence and qualifications for the required design services. Scope of Work: The selected A&E firm will provide services in HVAC Engineering, and Electrical Engineering for a project at the U.S. Embassy, New Delhi. Contract Award Procedure: To be eligible for contract award, firms must be registered in the System for Award Management (SAM) database. Registration can be completed at http://www.sam.gov Submission Instructions: Interested firms must complete and submit the attached Standard Form 330 (SF-330) electronically to Newdelhibids@state.gov Please ensure the following: Do not copy any other Embassy employee when submitting the SF-330. You may append supporting documents as evidence to the data provided in the SF-330. The deadline for submission is 1200 Hours (IST, New Delhi Time) on or before June 18, 2026. The offer should be submitted electronically only at – Newdelhibids@state.gov with subject line “RFQ Number 191N6526Q0064, Architecture and Engineering (A&E)”. Evaluation Criteria: Firms will be evaluated based on the following: Relevant, professional qualifications for the type of work required. Specialized experience and technical competence in the required disciplines. Demonstrated success on similar projects, including quality of work and adherence to schedules. Capacity to accomplish the work within the required timeframe. Knowledge of the locality of the project. Licenses as applicable.
