The purpose of this plan is to create a clear , actionable framework for the future development of the Belmont Waterfront Site , positioning it as a distinctive and authentic destination within Belmont ’ s public realm . The primary objectives of this project include : • Understanding the goals of the property owners in the identified Village Center area • Engaging with the community and key stakeholders to refine the vision for the Village Center • Performing a site Analysis to understand Constraints and Opportunities o Environmental constraints o Utility capacity and upgrades o Road access o Shoreline access and permitted uses • Designing an area - specific master plan that outlines an implementable vision o Illustrative Site Plan ( s ) and Elevations ( w / use mix allocations ) o Phased approach vs .
