AS - NEEDED CONSULTING SERVICE FOR FLOOD CONTROL , FLOODPLAIN AND WATER QUALITY PROJECTS

The County of San Diego is seeking Statements of Qualifications ( SOQ ) from firms interested in providing As - Needed Consulting Service for Flood Control , Floodplain and Water Quality Projects (“ Offerors ”). 1 . SCOPE OF SERVICES : 1 . 1 The purpose of this Statement of Work is to give a general description of professional engineering , project management , and professional land surveying services required to support the County of San Diego , Department of Public Works , Flood Control Engineering Group ( County ) on an as - needed basis . 1 . 2 Flood Control Project Management and Engineering Services . Tasks may include but are not limited to : the preparation of construction plans and details , project specifications and engineer ’ s cost estimates ( PS & E ), various design documents , technical reports ( including but not limited to geotechnical analysis , hydrologic and hydraulic analysis and reports ), engineering calculations and analysis , third party reviews of calculations , analysis , reports and PS & E , research flood control related topics , Flood Control related manual updates , construction or other engineering support services , produce and revise floodplain and floodway mapping , analyze and design drainage and flood control facilities , and perform third party engineering reviews . The County requires experience with drainage design , Floodplain Management , the processing of CLOMR / LOMRs through the County using the Flood Damage Prevention Ordinance and through FEMA using the Code of Federal Regulations . Consultants may also be tasked with the preparation of contract specifications , quantity calculations , construction cost estimates , detailed quantity calculations , unit cost justifications , and general support related to project management , engineering design and land surveying . The consultant project design team shall be knowledgeable and proficient in the application and use of FEMA Regulations for development in a floodplain ( particularly Title 44 of the Federal Code of Regulations ), County of San Diego Code of Regulatory Ordinances , County of San Diego Hydraulic Design Manual , County of San Diego Hydrology Manual , Caltrans Standard Specifications , Caltrans Standard Plans , San Diego Area Regional Standard Drawings , County of San Diego Public Road Standards , County of San Diego Private Road Standard , and / or any other Local Agency Manuals applicable for the use in the preparation of plans , specifications and cost estimates ( PS & E ) for flood control projects . 1 . 3 General Project Management and Engineering Services . Tasks may include but are not limited to : engineering and design services for projects involving water quality BMPs , Green Streets , and stream restoration / rehabilitation . Services include producing detailed design drawings ( AutoCAD ), contract specifications , quantity calculations , construction and O & M cost estimates , unit cost justifications , and general support related to project management , engineering design ( or PS & E development ), flood management , and land surveying . Tasks may also include construction support and administration , preparation of grant proposals and supporting documents and grant administration .
