ASPHALTIC EMULSIONS Proposal prices shown by vendors on the attached Proposal Form Schedules are to be F . O . B . the plant location shown at pick up dates and times specified by the County . These prices shall include any and all charges for the asphalt products indicated , including all applicable taxes in effect at the time of proposal opening . Payment adjustments will be made for price index fluctuations in accordance with Section 9 - 1 . 07 of the Standard Specifications dated 2025 of the State of California , Department of Transportation . The Vendor is to indicate in the space provided on the Proposal Forms the current freight rates for truck deliveries to areas of anticipated use within Trinity County . The purpose of requesting this information is to determine what advantage , if any will result from awarding to a Vendor whose plant location is closest to anticipated delivery points within Trinity County . The Vendor is to indicate in the spaces provided the charges for hauling back to his plant any load or partial load , in the event of an unanticipated breakdown of County equipment or weather change . For comparison of proposals , an estimate of three " haul backs " of approximately 12 tons each ( approximately ½ truck and trailer load ) will be used . No " haul back " will be paid in the event of a breakdown of Vendor ' s equipment . County will not be charged for the quantity of product hauled back and Vendor shall furnish County with a coру of the " weight back " ticket . The Vendor shall furnish asphalt to the county ' s designated trucker , at the Vendor ' s plant , within twelve ( 12 ) hours of receipt of notice that delivery will be requested by County . Said notice of delivery may be telephoned notification from the trucker designated by the County of Trinity that an order for delivery has been placed . The County anticipates that some orders may be less than full truck and trailer load , and may be only a truck load . Materials furnished under the awarded proposal schedules shall conform to the Standard Specifications , State of California , Department of Transportation , dated 2025 , in all respects . Specific attention is directed to Section 94 of said specifications . The Vendor shall make available for review a certified copy of tests representing any shipment . All shipments shall be certified that the material meets all the requirements of Section 94 of the above referenced Standard Specifications . The County reserves the right to sample and test any shipment and the Vendor shall provide two ( 2 ) sampling containers suitable for such testing with each truck and trailer load of asphaltic emulsions delivered to the County .
