Taos County ( hereinafter referred to as " Agency ") is soliciting proposals from qualified , independent certified public accounting firms to provide professional audit services for the Agency ' s financial governmental activities , the business - type activities , each major fund , the aggregate remaining fund information , and the budgetary comparisons of the General Fund and major special revenue fund of Taos County . The purpose of this solicitation is to establish a contract for comprehensive annual financial audits , compliance audits , and related professional services in accordance with generally accepted auditing standards ( GAAS ), generally accepted government auditing standards ( GAGAS ) as set forth by the Comptroller General of the United States ( the " Yellow Book "), and the provisions of Title 2 U . S . Code of Federal Regulations Part 200 , Uniform Administrative Requirements , Cost Principles , and Audit Requirements for Federal Awards ( Uniform Guidance ), and Pursuant to the Audit Act , Section 12 - 6 - 3 ( A ) NMSA 1978 : The financial affairs of every agency should be thoroughly examined and audited each year by the State Auditor , personnel of his office designated by him , or by independent auditors approved by him .
