Automatic Transfer Switch ( ATS ) Replacement at Elm Point Water Treatment Plant I . Scope of Services A . GENERAL CONDITIONS 1 . General It is the intent of these specifications to describe the minimum level of service required . This work shall consist of furnishing equipment , materials , fuel , labor , and all other incidental items needed to perform Automatic Transfer Switch ( ATS ) Replacement at the Elm Point Water Treatment Plant . 2 . Safety a . Appropriate traffic - control signs shall be used when working within any street right - of - way . b . Reasonable care shall be taken when working in the vicinity of other people and / or property . c . Any and all accidents ( both personal injury and property damage ) are to be reported to the appropriate City staff as soon as possible . 3 . General / Miscellaneous a . The Bidder shall provide supervision of all work crews at all times while performing work under this contract . Personnel supervision is not required provided that equipment or other means are provided that enable the work crew to communicate with the contractor at all times . b . Work crews shall wear shirts and generally maintain a well - kept appearance during work activities . B . SPECIFICATIONS 1 . The Contractor is responsible for procuring and installing two ( 2 ) automatic transfer switches in accordance with the attached technical specification . 2 . The Contractor shall submit all information as required per the attached technical specification to the Owner for review and approval prior to ordering equipment . The drawings attached to this bid are provided for information only , intended to provide site information and outline the anticipated phasing for installation . 3 . Contractor shall verify that the replacement switches will fit within the existing space . The existing equipment pad shall be utilized for placement of the new switches . The existing ATS enclosures are 32 - inches wide x 38 - inches deep x 91 . 5 - inches high each , both installed on a concrete equipment pad measuring 81 - inches wide x 39 - inches deep . If the new equipment cannot be sized to fit within the existing pad footprint , consideration may be given to extending the equipment pad . Available space is limited and the Contractor will be responsible for extending the equipment pad as necessary , revising enclosure anchorage as required , and relocation of any existing equipment in conflict , while ensuring compliance with all applicable codes . 4 . Contractor shall plan to perform the work between October 15 and April 15 when water demand is lower . The Contractor shall submit to the Owner for approval prior to construction , a proposed phasing plan for installation that minimizes water plant operations downtime . The Contractor must coordinate all installation activities with plant operations personnel . 5 . Contractor shall replace one ATS at a time . When ATS - MCCA is removed , a temporary feeder shall be provided from the output of ATS - MCCB to MCCA . The temporary feeder shall be removed when the new ATS - MCCA is connected . When ATS - MCCB is removed , a temporary feeder shall be provided from the output of ATSMCCA to MCCB , and removed when ATS - MCCB is connected .
