This is a Sources Sought notice for market research purposes only and does not constitute a solicitation for proposals , a commitment to issue a solicitation , or a commitment to award a contract . The U . S . Government is not seeking quotes at this time and will not accept offers in response to this sources sought notice . A solicitation may be issued at a later time . The purpose of this notice is to identify parties having an interest in and the resources to support the requirement for the replacement of an existing heating , ventilation , and air conditioning ( HVAC ) chiller at Building 149 . The North American Industry Classification System ( NAICS ) code for this requirement is 238220 , Plumbing , Heating , and Air - Conditioning Contractors . The contractor shall be responsible for providing all management , supervision , labor , materials , and equipment to perform the complete replacement of the existing air - cooled chiller system . The scope of work includes , but is not limited to , four primary tasks : ( 1 ) the safe decommissioning and removal of the existing chiller , including proper handling of all refrigerants and fluids ; ( 2 ) the provision and installation of a new , energy - efficient air - cooled chiller system with all necessary piping and electrical connections ; ( 3 ) the complete integration of the new chiller with the existing building automation system , followed by system charging , start - up , and full performance testing ; and ( 4 ) the removal of all project - related debris and the restoration of the worksite upon completion .
