Description

Description

Survey Design : Collaborate with KCHD staff to develop a survey instrument , aligning questions ( where appropriate ) with BRFSS standards while allowing for local customization . The survey instrument will be based on the 2025 Michigan state questionnaire and include most of the 15 core sections . The project team will work with the contractor to customize the survey tool by adding modules and / or individual questions from BRFS Historical Questions Database . Language : The BRFS should be available for respondents to complete in English or Spanish . Sample Size ( s ): It is desired that the 2026 survey be administered to a valid and random sample of 1 , 200 Kent County residents aged 18 years and older . The sample should include an over - sampling of Black / African American and Hispanic / Latino residents to provide population - specific results . Survey Administration : Telephone - administered surveys should align with BRFSS standards ( where appropriate ) and include a mix of landline and cell phone respondents ( roughly 15 - 25 % landline and 75 - 85 % cell phone ). The ability to use a 616 - area code for outbound calls is preferred to help reduce nonresponse rates due to suspected spam calls . Multimodal survey administration methods may also be used to account for decline in response rates to telephone - only surveys . Data Management and Analysis : Data should be cleaned , weighted , and analyzed to produce ( at minimum ) the required deliverables listed below . A raking weighting factor should be used to adjust for the distribution of Kent County ’ s respective adult population . Methods should follow standard BRFSS weighting protocol .
