A . The purpose of this invitation is to receive bid prices from which the Buffalo Trace Road Commission ( hereinafter BTRC ) can award price contract ( s ) for bituminous materials to successful bidder ( s ) for furnishing any part of the bid specifications during the Contract period of April 15 , 2026 through April 14 , 2027 . PRICING A . Each bidder shall submit only one unit price per gallon or ton , as applicable , for each material to be provided . These prices shall include all transportation charges to the specified shipping point . B . All bituminous material purchased from and delivered by vendor shall be in accordance with Section 806 of the Kentucky Transportation Cabinet , Division of Highways , 2019 Standard Specifications for Road and Bridge Construction . C . The bid form attached shall be used by bidders to submit their bid prices . D . Price Increase & Decrease Adjustments 1 . Based upon current raw material costs , bidder may , at its option , increase or decrease prices . Any price change will be communicated to the BTRC member unit of government in writing 10 days prior to the effective date of change . Appropriate documentation shall be provided to the BTRC member unit of government upon request . Increases in profit margins will not be tolerated . 2 . Price increases and decreases will be based off the Kentucky Department of Transportation published bituminous index . The following formula shall be used to determine the amount of adjustment : KDOT Index for the month of purchases ( plus or minus ) KDOT Index for the month of bid = difference between the two months divided by 235 ( conversion of tons to gallons ) = cents per gallon of the Index change x . 68 (% of asphalt content in emulsion ) = $ cents per gallon change of the bid . 3 . The BTRC member unit of government reserves the right to take the following actions relating to the increase requests : a . Grant the increase as requested . b . Reject the increase as requested . The vendor may then continue to supply Asphaltic Materials at the price in effect when the increase was requested or choose to request a cancellation . E . It is understood and agreed that orders will be shipped at the established current prices in effect on the date orders are placed . Invoicing at variance with this provision will subject the contract to cancellation . F . Fuel Surcharge The fuel percentage surcharge shall be in accordance with KRS 138 . 660 . III .
