This cost will only be incurred when the plant has not been operating during the last 24 hours ( this only applies to business days as defined in 101 . 07 , holidays as defined in 101 . 27 or plant breakdowns are excluded from 24 hour period ) for non - INDOT customers , which includes the plant owner .
