Description

This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to research wood decking for compliance with the Buy American Act (BAA) for the following specification. The documentation request is for the cost in linear feet (LF) of 5/4 x 6" x 6' Boardwalk Deck Lumber for a project in Florida that has approximately 3750 SF or 7500 LF of material with an estimated Notice to Proceed Date of July 2026 with the following specifications: "Boardwalk Deck Lumber Shall be Hardwood with a modulus of elasticity of not less than 3,129,000 PSI, a bending strength not less than 25,963 PSI, a shear strength of not less than 2,048 PSI. The approved Hardwood equals are IPE/bethabara, cumaru and macaranduba. Hardwoods that are not acceptable include greenheart and angelm vermelho/dinizia excelsum." Specifically we are requesting a detailed cost breakdown of the lumber in LF to verify that the product complies with the Buy American Act. The information must be documented and include the following break out: Name of Material, Country of Origin, Cost for the raw product, transportation cost to import material, customs, duties, taxes, cost of finishing, and any other manufacturing costs. Acceptable documentation include bills of lading, shipping manifest & invoices, country-of-origin marking and labeling from previous projects in the company's history. Simply stating that "yes we comply with the Buy American Act" does not suffice. A detailed cost breakdown of the product is required to verify compliance. If interested in participating in this market research, please provide a response detailing the information above as well as baseline budgetary cost and available options via email Jalisa Sims, Contracting Officer at Jalisa.Sims@usda.gov not later than 5:00 p.m. EDT on March 23, 2026.
