GENERAL SPECIFICATIONS C1 SCOPE OF WORK C1 . 1 The successful contractor shall furnish all labor , equipment , materials , and parts to perform relining , boiler water side flushing , and repairing of boiler settings with firebrick and / or plastic materials for various locations within the Newark Board of Education ( NBOE , District ). Refer to Sites and Boiler Information – Attachment A . C1 . 2 For this bid , the Contractor performing public works for the NBOE shall be required to pay the established wage and fringe benefit rates as guided by New Jersey Department of Labor and Workforce Development Prevailing Wage rate for the craft of Boilermaker – Minor Repairs . C1 . 3 Equipment to be repaired must be tagged or labeled at the time of repair . This tag shall show the name of the Contractor , date , type of repair performed , and the name and signature of the mechanic who performed the work . C1 . 4 Whenever possible , subsequent repairs at particular sites shall be performed by the same mechanic as originally assigned . C1 . 5 Any defective or malfunctioning equipment shall be repaired during the service call and / or reported to the Director of Project Control and / or designee as soon as it is discovered . If further extensive repairs to equipment are needed , the Contractor may be required to submit a written detailed time / materials estimate for repairs . C1 . 6 The awarded Contractor must receive written , signed approval from the Director of Project Control and / or designee before proceeding with any work . All completed jobs shall be inspected and approved by the Director of Project Control and / or designee prior to payment . C1 . 7 Pre - approval from the Director of Project Control is required for repair parts in excess of $ 500 . 00 . C1 . 8 Upon request , the successful Contractor may be required to provide consulting services for existing equipment and submit a detailed analysis for repairs or replacement . This will be paid for at the normal service hourly rates . C1 . 9 The Newark Board of Education reserves the right to accept the Contractor ’ s estimate for repairs or to have the work performed by Newark Board of Education personnel or others . C1 . 10 If equipment must be shut down for service or repairs , the Contractor is required to coordinate the schedule with the Director of Project Control and / or designee . C1 . 11 The awarded Contractor are to sign in / out at each location as designated by the Newark Board of Education . C1 . 12 The Contractor shall provide all manpower , materials , labor , and tools . C8 BOILER REFRACTORY ( PLASTIC ) BRICKWORK REPAIRS C8 . 1 Firebrick or plastic materials for relining and repairing boiler settings shall be first quality Pennsylvania Firebrick , or equal , and High Temperature Mortar with an American Society for Testing Materials ( ASTM ) approved fusion point , not less than 3100  degrees Fahrenheit , and in compliance with the State Boiler Code . C9 SMOKE OR FIRE BOX C9 . 1 For sealing between boiler shell , smoke / fire box , filling in between the blowpipe and refractory construction , the material to be used must be plastic insulating cement with the ability to withstand temperatures up to 1800  degrees F . The purpose of using this material is to seal against air leaks at those points during the various temperature conditions . All surfaces must be clean before the insulating cement is applied . C10 LOCOMOTIVE TYPE BOILERS C10 . 1 Where cracks appear in plastic refractory material lining used for fireboxes , all cracks should be pointed up and serviced . C11 COMBUSTION CHAMBER ( REAR OF FIREBOX BRIDGE WALL ) C11 . 1 For all construction , use first quality Pennsylvania Firebrick or NBOE approved equal . C11 . 2 When pipes within the combustion chamber requires to be covered , specified blowdown pipes are to be protected by a firebrick “ V ” or “ U ” construction . The specified blowdown and return pipes are to be covered to a minimum thickness of 3 / 4 " with a plastic insulating cement capable of withstanding 1600 - 1800  degrees F , or securely wrapped with 3 / 4 " rope , covered securely with High Temperature insulating cement . C11 . 3 All blowdown pipes are to be wire brushed and cleaned to the metal before the application of the insulating cement . C12 WELDING C12 . 1 Welding new steel angle irons , casings and anchors shall be required for the refractory work . All welding must conform to the standards set by the National Board Inspection Code ( NBIC ). Certified welders must perform all welding work . C13 CLEAVER BROOKS BOILERS C13 . 1 All repairs to Clever Brooks ( CB ) boilers must be made with special CB tile shapes as required by the manufacturer ’ s specifications . No substitutions of materials will be allowed on the CB boilers on the rear door , furnace liner or burner front .
