SCOPE OF WORK The Agency is seeking advisory services in connection with the marketing , issuance , and administration of debt related to the Agency ’ s Bond Programs . These advisory services are needed to provide advice that will help the Agency to ensure the State complies with applicable rules and regulations of the municipal securities market and governmental bonds . The Agency is seeking banking services in connection with its Bond Programs to assist with tracking and to help the Agency ensure it complies with bond covenants and other applicable requirements associated with bond proceeds and debt service . For additional information on each Category , see Attachment A Sample Contract Exhibit A Statement of Work . The Agency , in collaboration with the Office of the State Treasurer , expects to select multiple firms to provide Bond Program Advisory and Banking Services in the following categories : Municipal Advisor : The Agency is seeking advice in connection with the structuring , marketing and issuance of debt for its Bond Programs to assist the State in obtaining the lowest cost of financing . The Awardee shall work with the Agency and other members of the State ’ s financing team to provide Municipal Advisor services related to the structuring , marketing , and issuance of general obligation bonds , Lottery Revenue Bonds , Tax Anticipation Notes , and Certificates of Participation ( if any ). The selected contractor will advise the Agency in terms of possible courses of actions and make recommendations that will assist the State in obtaining the lowest cost of financing . In addition , the selected contractor may be asked to prepare or assist in the preparation of credit rating and investor materials , with the goal of helping the State to successfully manage its relations with credit rating agencies and market bonds to investors in the best possible way . The Agency ’ s Bond Programs are mature programs that keep the State regularly in the market . As such , many of the ratings presentations are done through conference calls before each issuance ; however , in - person presentations are done when the State believes it would be beneficial to the State . The Agency , in collaboration with the Office of the State Treasurer , expects to select as Municipal Advisor one or more firms that have significant experience with the structuring , sale and issuance of tax - exempt general obligation bonds and revenue bonds in Oregon and nationally . The Agency is also looking for firms with experience in analyzing and evaluating long - term projections along with underlying assumptions upon which estimates are based . Bond Counsel with Rebate Calculation : The Agency is seeking a firm or firms to provide legal and tax advice in connection with issuance and administration of debt for its Bond Programs to ensure the State complies with applicable rules and regulations of the municipal securities market and governmental bonds . The Proposer firm must also be able to perform arbitrage rebate computations , either through experts within the firm , or through an affiliate organization . Proposals that do not include both Bond Counsel and Rebate Calculations will not be considered . The Agency may award to one firm or may award to multiple firms as a result of this RFP process .
