The Missouri Office of Broadband Development ( OBD ) intends to engage a vendor for broadband field validation services using Broadband Equity Access and Deployment ( BE AD ) program funding within the state . The vendor would support the state agency with developing a plan for risk - based monitoring identifying broadband field validation needs ; then , perform grant build - out verification in areas where BEAD Subgrantees ( broadband providers , i . e . internet service providers ( ISPs )) have been awarded BEAD projects and an independent review is needed to confirm the completion of expected built - out application areas . Field validation of service delivery is part of the state ' s plan for Oversight and Accountability Processes to ensure robust BEAD Subgrantee monitoring , a key BEAD program requirement . |
