Description | A . Strategic Planning Assess DHHL community needs and readiness for digital adoption . Identify opportunities for digital literacy , telehealth , workforce , and youth engagement . Develop a detailed implementation strategy with goals , timelines , partners , and projected outcomes . B . Program Design Propose programs or initiatives ( e . g ., Tech Savvy Teens , Digital Navigators , Workforce Training Cohorts ). Recommend metrics and performance indicators for NTIA reporting . Include outreach , logistics , and delivery mechanisms for community - based implementation . C . Implementation Support Identify staffing , subcontractors , or community partners necessary to execute the plan . Provide budget estimates and cost breakdown for proposed initiatives . Support DHHL in program rollout , coordination , and reporting as approved . D . Reporting and Compliance Align all activities with TBCP II Use and Adoption guidelines , and 2 CFR Part 200 , Provide draft reports , data templates , and performance dashboards to track participation and impact . |
