Prospective vendors to provide objective , third - party financial analysis to assist the KCBRA in evaluating proposed Brownfield Plans . The selected vendor ( s ) analysis will help ensure that financial assistance is justified , appropriately structured , and compliant with applicable statutory and policy requirements . This list will be used to ensure the availability of independent , qualified expertise — allowing for flexibility in instances where a conflict of interest is present , such as when a consulting firm has been involved in preparing a brownfield plan on behalf of a developer . Consultants may be asked to :• Evaluate developer proformas to assess project feasibility , identify funding gaps , and determine whether public assistance is necessary and appropriate .• Verify project costs and assumptions , including capital , soft , and financing costs , to ensure they are reasonable and well - supported .• Compare financial assumptions ( e . g ., rents , vacancy rates , returns ) to industry standards or local / regional benchmarks .• Prepare summary materials that clearly communicate findings and recommendations to KCBRA staff , elected officials , and the public .
