Introduction The City of Pine City is seeking proposals from qualified businesses or individuals licensed by the State of Minnesota as a Certified Building Official ( CBO ) to provide building inspection and code enforcement services . The selected contractor will ensure compliance with all applicable building codes , fire codes , ordinances , and regulations within the City of Pine City . Scope of Services • Administering and enforcing the Minnesota State Building Code and Minnesota State Fire Code , along with related ordinances . • Reviewing building plans and issuing permits . • Conducting inspections for residential , commercial , and industrial projects . • Maintaining accurate records of permits , inspections , and code compliance . • Providing guidance and interpretation of building and fire codes to contractors , developers , and residents . • Working directly with the Fire Chief , Fire & Life Safety Inspector , and City Planner to ensure coordinated enforcement and planning . • Issuing Certificates of Occupancy and correction orders , and enforcing compliance by issuing stop - work orders and citations in accordance with City Code . • Performing inspections across disciplines ( structural , plumbing , mechanical , accessibility , well , and septic ) as applicable to project scope . • Preparing and submitting required data reports to State , County , and U . S . Census authorities as required . • Attending meetings , workshops , and continuing education to maintain certification and stay current on code changes . • Recommending fee adjustments and operational improvements related to permitting and inspections , as requested by the City .
