Its purpose is to control the flow of a fluid . In the case of a butterfly valve , fluid flow is controlled by a disc that can be found in the middle of the pipe . When the valve is open , the disc is parallel to the flow of fluid , and when the valve is closed , the disc is perpendicular to the flow of fluid , blocking the pipe . The valve was designed specifically for this application on the vehicle . The Government does not have rights to the Technical Data Package ( TDP ) or specifications . This sources sought notice is published in compliance with FAR Part 10 , Market Research . The purpose of this sources sought notice is to canvas the industry for any possible other sources . This request for capability information does not constitute a request for proposals . Submission of any information in response to this market research is purely voluntary . The Government assumes no financial responsibility for any costs incurred in responding or in any subsequent exchange of information . Contractors interested in becoming a source of supply need to meet the requirements of the Source Approval Program including vehicle level qualification testing , at their own expense .
