Strategic Plan Scope of Work ( SOW ) Jefferson County Public Schools ( JCPS ) The selected consultant will lead and facilitate the development of a comprehensive five - year Strategic Plan ( 2027 – 2032 ) through a structured , data - driven , and stakeholder - informed planning process . The consultant will work in close collaboration with the Superintendent , Cabinet , Board of Education , and designated planning teams to ensure the plan is actionable , measurable , and aligned with district priorities . The work will be organized into three major phases , with clearly defined deliverables and outcomes . Introduction and Background Jefferson County Public Schools ( JCPS ) is the largest school district in Kentucky , serving approximately 94 , 000 students across more than 150 schools in the Louisville / Jefferson County metro area . As a large , diverse , urban district , JCPS is committed to providing equitable educational opportunities that prepare every student for success in college , career , and life . JCPS seeks proposals from experienced , nationally recognized consulting firms to facilitate the development of a comprehensive , equitable , and actionable five - year strategic plan . This plan will define the district ' s goals , measurable objectives , and key strategies spanning academics , operations , talent development , and community engagement . Project Goal The primary goal of this engagement is to produce a final , actionable JCPS Strategic Plan ( 2027 – 2032 ) that is supported by data , informed by diverse JCPS stakeholder feedback , and clearly defines the resources and timelines required for successful implementation . Phase 1 : System Assessment and Stakeholder Engagement April - May 2026 The consultant will conduct a comprehensive diagnostic review of district performance and gather stakeholder input to inform the strategic planning process . 1 . 1 District Performance and Data Analysis The consultant will perform a structured analysis of district data to identify trends , strengths , challenges , and opportunities . Areas of analysis will include : • Student academic achievement and growth • Graduation and postsecondary readiness outcomes • Attendance and chronic absenteeism trends • Discipline and school climate indicators • Equity indicators across student populations • Enrollment and demographic trends • Financial health and resource allocation • Workforce and talent management data • Operational performance indicators Deliverables : • System Performance Diagnostic Report • Identification of key strategic challenges • Benchmark comparison with peer urban districts • Summary of implications for strategic planning 1 . 2 Stakeholder Engagement Strategy The consultant will design and implement a comprehensive stakeholder engagement strategy to ensure broad and equitable participation in the planning process . The engagement strategy must include : Focus Groups Facilitated focus groups representing key stakeholder groups , including : • Students ( middle and high school ) • Parents and caregivers • Teachers • Classified staff • School leaders and administrators • Community partners and civic leaders • Minimum requirement : 4 – 6 facilitated focus groups Community Forums Facilitation of four ( 4 ) public community forums across diverse geographic regions of the district . Community forums must : • Be accessible and widely advertised • Be held outside of standard school hours • Include interpretation and translation services when necessary • Provide opportunities for written and digital feedback Surveys Design and administration of district - wide surveys to collect feedback from : • Students • Staff • Families • Community stakeholders Deliverables : • Stakeholder Engagement Plan • Participation metrics and demographic participation summary • Stakeholder Themes and Findings Report • Engagement Summary Briefing for leadership and Board of Education Phase 2 : Strategic Framework Development June - August 2026 The consultant will facilitate the development of the district ’ s strategic framework , ensuring alignment between district priorities , resources , and measurable outcomes . 2 . 1 Strategic Direction and Priority Development The consultant will facilitate strategic planning workshops with district leadership to establish the foundational elements of the plan . Activities include : • Facilitated working sessions with Superintendent and Cabinet • Strategy workshops with cross - departmental teams • Alignment sessions with the Board of Education Key outcomes : o Refined Mission and Vision o Defined core values o Identification of 3 – 5 strategic priorities o Development of a graduate profile or student success framework Deliverables : • Strategic Direction Framework • Defined Strategic Priority Areas • Draft Vision , Mission , and Core Values
