It is the intent of the Invitation to Bid is to establish a contract with one Awarded Supplier for Towing Services for Albany State University . The Awarded Supplier must obtain proper authorization to tow , must have - at minimum – sufficient towing vehicles to meet Albany State ’ s requirements . The general scope of the Awarded Supplier ’ s duties will be to tow and deliver vehicles and / or other property to the towing company ’ s impound lot for recovery by the owner of the vehicle . The contract will also include towing services for incapacitated vehicles owned and operated by Albany State University . Awarded Supplier must be able to provide service twenty - four ( 24 ) hours a day , seven ( 7 ) days a week , three hundred and sixty five ( 365 ) days a year . Vehicles to be towed will include but will not be limited to cars , vans , motorcycles , mopeds , 4 x 4 trucks , light duty trucks and heavy - duty trucks . Awarded Supplier will conduct towing services as needed in connection with primarily enforcing motor vehicle traffic / parking violations and impounding abandoned vehicles but may also be asked to clear motor vehicle accidents and participate in criminal investigations . Awarded Supplier shall maintain complete up - to - date records related to each tow and cooperate with an independent review of this program to be performed annually at the Awarded Supplier ’ s expense . Awarded Supplier will hold vehicles towed to their impound lot and collect any and all towing / storage fees from individuals to whom the vehicle belongs . Awarded supplier shall invoice Albany State University for costs of towing incapacitated vehicles owned and operated by Albany State University and tow said vehicles to a location of Albany State University ’ s choosing . Awarded Supplier must have available , at all times , a minimum of four ( 4 ) standard duty or heavier wreckers , including ownership of at least two wreckers having four wheel drive capability .
