General Information This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (Revolutionary FAR Overhual, RFO), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01. This requirement is a Total Small Business Set-Aside. Requirement & Scope of Work The Federal Bureau of Prisons (BOP), United States Penitentiary (USP) Atwater, intends to award a firm-fixed-price contract for a certified Category 5 (Cat 5) Elevator Safety Test and Inspection. The contractor shall provide all labor, supervision, materials, equipment, and certified expertise necessary to perform the full-rated load and speed safety testing (Cat 5) in strict compliance with ASME A17.1, state, and federal safety regulations. Core Deliverables: Perform full-load, full-speed safety testing (Category 5) on all designated vertical transportation equipment inside USP Atwater. Provide a certified, independent Qualified Elevator Inspector (QEI) to witness and sign off on all testing. Furnish all necessary certified test weights, rigging, and specialized tools required to perform the test.
