Please note : This is a Sole Source Notification . The Minnesota Bureau of Criminal Apprehension intends to register Digital Media Examiners for training on software provided by Cellebrite in support of agency - owned hardware . This procurement is justified as a single source due to the specialized and proprietary nature of the training offered by Cellebrite , the original manufacturer of the agency ’ s digital forensic equipment . The training is uniquely designed to support the operation , maintenance , and advanced forensic capabilities of this system , which is used to collect and analyze data from locked cellular devices , including both Apple and Android platforms . As the sole developer of the technology , Cellebrite is the only vendor capable of providing instruction that ensures proper system use , preserves data integrity , and meets evidentiary standards ; therefore , no reasonable alternative source for this training exists .
