The City of Mesa is soliciting Request for Proposal ( RFP ) responses seeking proposals from highly qualified and experienced firms , or a collaborative team / joint venture , to act as the master developer for the implementation of its CFI Community Program grant project . The comprehensive terms and conditions governing this project are detailed in the attached Agreement , which will form the basis of the contract with the selected respondent . Proposals will be evaluated on the respondent ' s demonstrated ability and commitment to execute all requirements as stipulated within the Agreement . The City intends to enter into a single agreement with a master developer who will serve as the single point of accountability for the entire project . This includes assuming full financial and performance responsibility for the maximum Project cost of $ 14 , 873 , 215 , which includes providing a mandatory , non - reimbursable local match of $ 2 , 974 , 644 from non - federal sources . The selected master developer will own , operate , and maintain all charging facilities and related infrastructure developed under this project for the full Project Term , as defined in the Agreement . The developer will be permitted to generate revenue and a return on investment from the operation of the facilities , provided that all user pricing , revenue use , and operations strictly adhere to the federal requirements outlined in the Agreement , particularly Article 24 ( Use of Program Income and User Pricing ).
