Description | The selected consultant shall provide professional planning and technical services to develop an FHWA - compliant Transportation Safety Action Plan under the Federal Highway Administration ’ s Safe Streets and Roads for All ( SS4A ) program . All work under this contract shall be directed toward reducing roadway fatalities and serious injuries through a Safe Systems approach , with particular emphasis on vulnerable road users and the unique safety challenges associated with rural and higher - speed roadway environments . As an integral component of the Safety Action Plan , active transportation and off - road facilities shall be evaluated and planned exclusively as transportation safety countermeasures . All trail - related analysis and recommendations shall be fully embedded within the SS4A Safety Action Plan and framed as exposure - reduction and conflictmitigation strategies , not as recreational or amenity - based planning . |
