THIS IS A SOURCES SOUGHT NOTICE ONLY ; IT IS NOT A REQUEST FOR QUOTE , RATHER MARKET RESEARCH TO DETERMINE COMPLAINCE WITH THE BUY INDIAN ACT AND DETERMINATION OF SET - ASIDE . The Billings Area Indian Health Service ( BAIHS ) is seeking to identify Indian Small Business Economic Enterprises ( ISBEEs ), Indian Economic Enterprises ( IEE ), capable of performing the Indian Health Services ( IHS ) requirement for Chemistry Analyzer Lease ( Cost - Per - Test ) to the Blackfeet Service Unit , Fort Belknap Service Unit , Fort Peck Service Unit , Northern Cheyenne Service Unit , Montana . Any vendor responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form ( attached ). This notice is issued solely for information and planning purposes ; it does not constitute a Request for Quotation ( RFQ ), or a promise to issue an RFQ in the future . This notice does not commit the U . S . Government to contract for any supply or service . Further , the Government is not seeking quotes , or proposals at this time . SCOE OF WORKThe contactor shall provide all equipment , tools , materials , startup / future reagents , transportation / delivery , and any other items / services / ancillary equipment necessary for the installation / maintenance of the leased Chemistry Analyzers for the Clinical Laboratories located within the Indian Health Services - Billings Area . Contractor ’ s equipment shall comply with current National Electric Code ( NEC ), National Fire Protection Association ( NFPA ) standards , and all Environmental and Safety codes , laws and regulations . Systems and assays shall meet the requirements and the performance characteristics as defined in the 1988 Clinical Laboratory Improvement Act ( CLIA ’ 88 ), Clinical Laboratory Standards Institute ( CLSI ), and be approved by the FDA . However , firms must also understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required .
