This is a firm - fixed price Request for Quotation ( RFQ ) for commercial services to provide government insecticide spray application for the Chico Seed Orchards ( CSO ) within the Mendocino National Forest . The CSO will need ( 4 ) separate applications of insecticide / fungicide spraying and multiple herbicide sprays across 84 acres for the control of target pests ( seedbug , coneworm , seed chalcid ) that can destroy seeds in cones within the Center ’ s 16 seed orchard units . Scheduled sprays will be dependent upon pest monitoring program and coordinated with contractor as needed . This combined synopsis / solicitation for commercial items prepared in accordance with the format in subpart 12 . 6 , as supplemented with additional information included in this notice . This announcement constitutes the only solicitation ; proposals are being requested and a written solicitation will not be issued . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026 - 01 . This procurement is set aside for 100 % Small Business set - aside . The NAICS code is 115112 , Soil Preparation , Planting , and Cultivating and the Small Business Size Standard is $ 9 . 5M . All prospective contractors must be registered in the System for Award Management ( SAM ) at www . sam . gov prior to submission of quotations to be eligible for award . Lack of SAM registration will make a contractor ineligible for award . The estimated Period of Performance for this requirement is May 1 , 2026 , through September 18 , 2026 .
