2 . Scope of Services The selected vendor shall provide end ‑ to ‑ end IT support services , including but not limited to the following : 2 . 1 Core IT Services Asset inventory tracking and lifecycle management Microsoft licensing administration ( M365 , email , endpoint protection ) Data and system backups ( onsite and cloud ) Network maintenance , upgrades , and performance optimization Equipment additions , replacements , and configuration Security management and CJIS compliance Wireless infrastructure management Server and virtualization support Support for municipal line ‑ of ‑ business applications 2 . 2 Cybersecurity Requirements The vendor must implement and maintain a modern cybersecurity posture , including : Endpoint Detection & Response ( EDR ) Multi ‑ factor authentication ( MFA ) Security Information & Event Management ( SIEM ) monitoring Regular vulnerability scanning and remediation Annual penetration testing ( or equivalent assessment ) Incident response planning and reporting Encryption of data in transit and at rest Secure remote access controls 2 . 3 CJIS Compliance Requirements The vendor must : Ensure all personnel with access to CJIS data undergo required background checks Sign and adhere to the CJIS Security Addendum Maintain documentation of CJIS training for all relevant staff Ensure MFA , encryption , and secure authentication for all law enforcement systems Support secure access to MULES , REJIS , and other law enforcement networks Participate in periodic CJIS audits
