The following mix design shall be used for the production of the cold mix . The contractor may make minor variations in the approved mix with the approval of NEAPA , subject to satisfactory performance . NEAPA may require the vendor to make minor modifications to the mix design to adjust for local aggregates . Sieve Size Percent Passing 3 / 8 inch 100 No . 4 85 - 100 No . 8 10 - 40 No . 16 0 - 10 No . 200 0 – 2 The residual asphalt content shall be 4 . 5 percent , with a tolerance of minus 0 percent and plus 1 percent , for aggregate with water absorption of less than one percent . For aggregate having water absorption of greater than one percent , the residual asphalt content shall be increased on a percentage basis equal to the amount of the water absorption in excess of one percent . The City of Gadsden may require that antistripping agent be added to the mix . If it is required , the City of Gadsden will notify the vendor , and the vendor will incorporate the antistripping agent into the cold mix at no additional charge . The liquid asphalt used in the cold mix shall be a cutback AC or MC . The temperature of the mix at the time of production shall be within the range of 135 – 190 degrees F , unless this exceeds the flash point of the liquid asphalt . The cold mix shall remain workable in the stockpile ( shelf life ) for a minimum of three weeks . Workability shall be defined as the ability to penetrate the mix with a shovel with ordinary effort .
