COMMISSIONING AGENT SERVICES ON AN AS - NEEDED BASIS – IDIQ

The SDP is requesting Proposals for Commissioning Agent Services on an as - needed basis for commissioning Envelope , Mechanical , Electrical , and Plumbing systems in compliance with the International Energy Conservation Code as adopted by the City of Philadelphia for projects at various schools . Some projects may also require LEED commissioning prerequisites and enhanced points for building enclosure commissioning and energy systems . When the need for Commissioning Agent Services arises , the OCP will perform an evaluation of the qualified design firms and then select the company that will best serve the interests of the OCP . The OCP is under no obligation to assign the complete RFP program to any single design firm . Scope of Services Services shall be predominately engineering in nature . Commissioned Systems will include : ● Mechanical , including HVAC & R equipment and operating digital controls ( DDC or BAS ) ● Domestic hot water systems , pumps , and controls ● Lighting controls - including occupancy and vacancy sensors and daylighting controls ● Photovoltaic System ( renewable energy system ) Background : To validate that building systems perform as intended , the International Energy Conservation Code ( IECC ) Section C408 requires all mechanical and service water heating systems to undergo System Commissioning . See IECC Section C408 . 2 for Exceptions . This is to ensure that building systems perform in the most energy efficient manner possible by checking that the final installation of such systems meet the operating criteria set forth in the design and construction documents . The commissioning agent shall follow ASHRAE Guideline 0 - 2019 which presents best practices for building commissioning to facilities and ASHRAE Guideline 1 . 1 - 2025 Technical Requirements for the Commissioning Process . Specific Tasks to be performed under the Energy Code Requirements shall include : ● Submit a commissioning plan at the start of construction of the project ● Witness testing , adjusting and balancing ( TAB ) activities ● Test energy systems ( mechanical and building automation system , lighting and plumbing ), ● Submit documentation : ○ Including a preliminary report for a temporary certificate of occupancy ○ Final report . ● Commissioning compliance checklist : A checklist documenting that the systems have been commissioned at project closeout . ● Building operations and maintenance ( O & M ) manual : A comprehensive manual and training for building operators is required . Specific Tasks to be performed under LEED Certification Commissioning shall include : ● Review the Owner ’ s Project Requirements ( OPR ) and Basis of Design documents ( BOD ) including Drawings and Specifications at the start of the design phase . ● Conduct a Commissioning Charrette with project stakeholders . Develop the commissioning plan . ● Perform a design review and provide comments on the interim construction documents , and back check for inclusion in the construction documents . ● Provide a building enclosure focused review of the design documents , OPR , and BOD documents when applicable . ● Develop and provide the commissioning specifications in the Bid Documents including participation of the contractor in the commissioning process . ● Review applicable contractors ’ submittals . ● Schedule and hold a commissioning kick - off meeting . ● Conduct bi - weekly Commissioning Meetings during construction . ● Attend selected job construction meetings . ● Hold regularly scheduled commissioning meetings . ● Witness selects duct and piping pressure testing . ● Observe building enclosure mock - ups when applicable .
