Description

Description

The Office of the Comptroller of the Currency (OCC) hereby announces its intent to solicit and enter into a sole source contract with FactSet Research System, Inc 45 Glover Ave, Suite 700, FL 7, Norwalk, CT 06850, in accordance with FAR RFO 12.102 (a) only one source is reasonably available valued at or below the simplified acquisition threshold. This notice complies with FAR RFO 5.101 pre-solicitation notice. The OCC requires an enterprise license subscription to access Committee on Uniform Security Identification Procedures (CUSIP). A CUSIP is a nine-digit number or nine-character alphanumeric code that identifies a North American financial instrument, including stocks and bonds, facilitating trading, clearance and settlement. CUSIP is managed by FactSet Research Systems, Inc on behalf of the American Bankers Association. The license enables the OCC to use CUSIPs embedded within OC data products and third-party data products for OCC related research and analytical efforts. The base period of performance is 09.30.26 – 09.29.27, with four 12-month option periods. This is not a request for competitive quotes; however, the Government will consider responses from all responsible sources received no later than 12:00 PM Eastern Time on July 10, 2026. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the OCC. Responses must be submitted in writing to Danielle Pena via email at Danielle.pena@occ.treas.gov, no later than the timeframe noted above. Telephone responses and requests will not be received.
