SCOPE DESCRIPTION OF SERVICES The qualified Respondent will be responsible for the coordination and completion of a CSBG - compliant Community Needs Assessment incorporating data provided by KCHD . The scope of work includes , but is not limited to , the following activities and outputs : a . Utilize key findings provided by KCHD related to the underlying causes and contributing factors of poverty in Kent County b . Incorporate quantitative and qualitative data collected by KCHD , including community surveys , partner surveys , focus groups , interviews , and community forums , into the Community Needs Assessment . c . Utilize existing focus group and survey data collected by KCHD in 2025 and 2026 ; the Respondent will not be responsible for conducting new community - wide surveys unless otherwise requested by the County . d . Supplement KCHD data with additional , current data specific to poverty in Kent County , including prevalence and trends by gender , age , race / ethnicity , geography , and other relevant demographics . e . Include information from key community sectors , including , at minimum , communitybased organizations , faith - based organizations , private and public entities , and educational institutions . f . Analyze additional statistical and administrative data , including KCCA program data and other relevant agency or publicly available datasets , within County .
