The Contractor must provide development and implementation services for each of the ten ( 10 ) New Hampshire county correctional facilities , as listed in Appendix H – NH Carceral Facilities . Current county jail operations and resources must be considered in development of each of the ten ( 10 ) implementation plans to minimize operational disruption . 1 . 3 . The Contractor must review and update , as directed , per facility resources , existing implementation plans for the four ( 4 ) State carceral facilities ( see Appendix – NH Carceral Facilities ), and the Sununu Youth Services Center ( SYSC ). Current state and youth carceral facility operations and resources must be considered while updating existing implementation plans , to minimize operational disruption . 1 . 4 . The Contractor must develop standard written operating procedures in collaboration with each facility , to share best practices with the New Hampshire Department of Health and Human Services ( Department ) and carceral facilities to ensure efficient and sustainable operations required for a successful program long term , taking into account the unique aspects of each county facility . 1 . 5 . The Contractor must provide continuing operational assistance in the ongoing development of the youth and adult CRE to the NH Carceral Facilities outlined in Appendix H . Operational assistance includes , but is not limited to : 1 . 5 . 1 . Supporting efficient Medicaid eligibility and enrollment processes . 1 . 5 . 2 . Assisting with technology use ( e . g ., telehealth booths , eligibility systems ). 1 . 5 . 3 .
