Description | The Contractor shall review existing statewide competency protocols , statutory provisions , relevant appellate decisions , clinical standards , and current best practices . Develop a Guide that clearly explains : procedures for raising and assessing competency ; legal standards for determining competency ; qualifications and expectations of evaluators ; court responsibilities and timelines ; remediation / restoration planning ; due process rights of the youth ; post competency procedures ; confidentiality and information sharing rules ; intersections with disability , mental health , and developmental needs ; and recommended practices for attorneys and bench officers . Draft content in a format suitable for training , including use of hypotheticals , flow charts , checklists , and practice tips . Develop a publication that is print and mobile friendly and ADA compliant . Participate in iterative review with CFCC attorneys and incorporate feedback into revised drafts . Provide all final files , including source files , to the Judicial Council for future use . |
