The Contractor must provide the Comprehensive Family Support ( CFS ) Program . The Contractor must provide services to pregnant and parenting women as well as other families with children up to eighteen ( 18 ) years of age who are : 1 . 1 . 1 . Experiencing , or at risk of experiencing difficulty with : 1 . 1 . 1 . 1 . Pregnancy ; 1 . 1 . 1 . 2 . Health and nutrition ; 1 . 1 . 1 . 3 . Education and employment ; 1 . 1 . 1 . 4 . Parenting challenges ; 1 . 1 . 1 . 5 . Social isolation ; 1 . 1 . 1 . 6 . Substance use disorders ; 1 . 1 . 1 . 7 . Mental health events ; 1 . 1 . 1 . 8 . Child abuse and neglect ; and 1 . 1 . 1 . 9 . Substance exposed infants . 1 . 1 . 2 . Perinatal families of substance exposed infants . 1 . 1 . 3 . At risk for child abuse and neglect . 1 . 1 . 4 . Seeking Comprehensive Family Support ( CFS ) in a voluntary manner . 1 . 2 . The Contractor must maintain a physical office located within each Department Catchment Area served . The Contractor must ensure : 1 . 2 . 1 . There is a physical structure or building with space where children , youth , and families can receive support and services . 1 . 2 . 2 . The office is accessible to families and staff at least five ( 5 ) days per week Monday through Friday during standard business hours of 8 : 00 am to 4 : 00 pm , excluding state holidays . 1 . 2 . 2 . 1 .
