The Dorchester County Department of Recreation and Parks is seeking proposals from qualified and experienced contractors to provide comprehensive outdoor pool operations and services for a County - owned public swimming pool facility located in Cambridge , Maryland , for the 2026 operating season . The selected contractor shall furnish all labor , supervision , materials ( unless otherwise provided by the County ), equipment , and expertise necessary to operate the facility in a safe , efficient , and professional manner . Pool Operations and Management • The contractor shall be responsible for the day - to - day management and operation of the outdoor pool facility during all scheduled hours of operation . This includes ensuring the facility is opened , operated , and closed in accordance with approved schedules , policies , and safety standards . The contractor shall designate an on - site or on - call supervisor responsible for overall pool operations and coordination with Dorchester County Recreation and Parks staff . Pre - Opening Pool Preparation and Start - Up During the weeks leading up to the scheduled pool opening , the contractor shall be responsible for preparing the facility for public use . Pre - opening services shall include , but are not limited to , the following : • Removing and uncovering the pool cover • Filling the pool using the community water source • Cleaning , drying , folding , and properly storing the pool cover • Installing all pool rails , ladders , and related safety equipment • Starting , inspecting , and ensuring proper operation of the filtration and circulation systems • Thoroughly cleaning the pool basin and surrounding pool deck areas • Testing pool water and adjusting chemical levels to achieve proper water chemistry in compliance with Maryland Department of Health standards • Arranging existing pool furniture and equipment in designated areas around the pool facility The contractor shall ensure that all pre - opening tasks are completed in advance of opening day to allow for inspections and final approval by Dorchester County Recreation and Parks or applicable regulatory agencies . Staffing and Supervision • The contractor shall recruit , hire , train , schedule , and supervise all necessary personnel , including but not limited to lifeguards , pool managers , and support staff . All lifeguards must possess current and valid certifications in lifeguarding , CPR , AED , and first aid from an approved certifying organization . Adequate staffing levels shall be maintained at all times to ensure swimmer safety and regulatory compliance .
