Furthermore, minors, Person under Conservatorshi or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause [2] Not come under Article 7 of the Cabinet Order concerning the Budget, Auditing and Accounting [3] Have Grade "A", "B", or "C" on "offer of services etc." in the Kanto-Koshinetsu Area in terms of qualification for participating in tenders by Single qualification for every ministry and agency [4] Meet the qualification requirements which the Executive Director may specify in accordance with Article 7 of the Cabinet Order [5] Send a question (s), or a request that questions from other participating suppliers be shared, to the contact person shown in the Specifications by email during the period specified in (1) of "6. Receipt of Questions" in the Tender Instructions. (Caution should be exercised because suppliers failing to send a question [s] or a request for sharing of questions to the contact person during the specified period, are not allowed to participate in the tender.)
