NASA / Information Technology Procurement Office ( ITPO ) is hereby soliciting information from potential sources for NASA ’ s Construction Management Enterprise Tool ( CoMET ). The National Aeronautics and Space Administration ( NASA ) ITPO is seeking capability statements from all interested parties , including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities ( HBCU )/ Minority Institutions ( MI ) for the purposes of determining the appropriate level of competition and / or small business subcontracting goals for CoMET . The Government reserves the right to consider a Small , 8 ( a ), Women - owned ( WOSB ), Service - Disabled Veteran ( SD - VOSB ), Economically Disadvantaged Women - owned Small Business ( EDWOSB ) or HUBZone business set - aside based on responses received . The purpose of the CoMET contract is to acquire a commercial - off - the - shelf ( COTS ) solution for capital program and project management ; along with the system administration and technical support services to provide , configure , implement , and administer the configured COTS solution and related services for the NASA Office of Strategic Infrastructure ( OSI ). The configured COTS solution shall be known as NASA ’ s Construction Management Enterprise Tool ( CoMET ). All references in this scope of work to CoMET shall refer to the contractor - provided and contractor - configured COTS solution . The scope of work included within this Performance Work Statement ( PWS ) includes the configuration , integration , and administration of the new software - as - a - service ( i . e ., cloud - based ) enterprise - wide solution that includes hosting , licensing , configuration , data architecture , integration , testing , training , maintenance / support services , and system administration . This requirement will provide remote services for all NASA centers . Please see the attached Draft Performance Work Statement ( PWS ) for details . No solicitation exists ; therefore , do not request a copy of the solicitation . If a solicitation is released , it will be synopsized on SAM . gov . Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis . Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 15 pages indicating the ability to perform all aspects of the effort . Please indicate your firm ’ s Federal Risk and Authorization Management Program ( FedRAMP ) status . If a solicitation is issued , all firms will be required to hold a current FedRAMP certification at the time of proposal submission . Additionally , please provide relevant past performance for contracts similar in scope and complexity to the requirements in the draft PWS . Include contract number , contract name , description , total value , and a point of contact . Finally , please include an estimation on pricing for this requirement .
