SPECIFICATIONS FOR CONSTRUCTION SERVICES – T & D Section 1 . General Statement 1 . 01 . The City of Springfield , Office of Public Utilities (“ Owner ”) is a municipal utility with 68 , 467 electric customers and 55 , 000 water customers with a total generation capacity of 344 MW . It owns a fiber optic communication network ; 30 substations , distribution and transmission lines in and around the City of Springfield which operate at 138 KV , 69 KV , and 12 . 47 KV . It maintains 315 traffic intersections , 22 , 000 highway , street , and security lights . It responds to 20 , 000 JULIE locate requests per year . 1 . 02 . It is proposed under these specifications to provide for the furnishing of supervision , tools , equipment and labor necessary for the purpose of construction , repair , servicing , and maintenance of the traffic systems ; highway lighting ; transmission and distribution systems ( street lights , overhead , and underground ); communications systems including fiber optic splicing and RTU programming ; horizontal directional drilling for electrical conduit installation ; locating of underground facilities including fiber , electric , and traffic ; meter reading for electric , water and sewer revenue meters ; general electrical maintenance for “ inside ” type electrical work ; as well as 69KV and 138KV substations as needed in the Springfield , Illinois area . 1 . 03 . Federal Emergency Management requires work done for emergency repair be competitively bid . During any such event that emergency repairs are needed multiple bidders from this contract may be considered . Contractors will be considered based on price , ability , and the size of the work force it can provide . Additionally , this contract may be used for non - emergency work . This Work is not guaranteed . The Work , if performed , will not continue past February 28 , 2029 . All work performed will be based on man - hour and equipment hour rates quoted firm through the above date . 1 . 04 . This contract shall be in effect from its signing until February 28 , 2029 . If it is mutually agreeable with the Owner and the Contactor , this Contract may be extended . Any Contract covering the additional period shall be extended under the same terms , conditions , specifications , quantities and costs as the original Contract . Before any extension is effective , it must be executed by both the Owner and the Contractor and approved by the City Council . 1 . 05 . It is not required for vendors to bid on all of the proposed types of construction , service , and maintenance work . Vendors may bid on only the portions that are applicable to the business they are engaged . All qualified vendors will receive a contract and will be utilized per the qualifications and experience of the business they are engaged . Request of labor and equipment will be established on a priority list based on availability and lowest cost to highest cost , relative to the type of work each vendor provides , ability and availability . Each vendor submitting a valid bid will be contacted until the City ’ s needs are filled .
