Consultant Services for the Modernization of its Pension Administration System ( PAS ) Project

SCOPE OF WORK / SPECIFICATIONS The successful Offeror shall perform all services necessary to facilitate the development of the PAS RFP and the subsequent procurement process . Key scope elements include , but are not limited to , the following : • Project Planning and Management : Develop a project plan and kick off the engagement with PERS . Conduct an initial kickoff meeting to confirm objectives , timelines , communication protocols , and deliverables . Provide ongoing project management , support to ensure alignment and progress , including facilitating and scheduling regular status meetings ( e . g . weekly or bi - weekly ) to monitor progress and address issues . Preparing and distributing meeting agendas in advance , and capturing detailed meeting notes for transparency , and submitting weekly progress reports to track risk / issue ( s ) to ensure the engagement stays on schedule and within scope . • Refine Requirements and Conduct Analysis : Work closely with employees at PERS ( business units , IT , procurement , legal , etc .) and interested parties ( members , employers , third - party administrators , peer pensions systems , etc .) to refine our functional , technical , and regulatory requirements for the new PAS . This will involve : o Reviewing existing system documentation , artifacts ( e . g ., journey maps , business process maps , architectural diagrams , etc .), Request for Information (“ RFI ”) responses and informal evaluations , and market research related to PAS solutions . o Conducting interviews , workshops , or focus groups with subject matter experts and end - users to capture additional pain points and future - state needs ( e . g . member account management , employer reporting , benefit calculations , workflow , selfservice capabilities , integration needs , data migration , security and compliance requirements ). o Facilitating meetings with other public pension systems to learn from their RFP approach and activities for capturing requirements and comparing other RFPs to help strengthen Oregon ’ s . o Documenting and prioritizing requirements and advising on industry best practices for pension administration systems to ensure PERS ’ requirements are comprehensive and forward - looking ( e . g . considering scalability , automation , member engagement tools , analytics , and AI capabilities ).
